Repaving Scheduled on Colton Avenue from Grove to Dearborn

Street improvements are scheduled to begin on portions of Colton Avenue, Stillman Avenue, Sylvan Boulevard, Lincoln Street and several other residential streets next week, part of the City’s PARIS street resurfacing program and Water Division pipeline replacement program. Road construction will take place on Colton Avenue between Grove Street and Dearborn Street; Stillman Avenue between Judson Street and Daisy Court; Sylvan Boulevard between Judson Street and Lincoln Street; Lincoln Street between Colton Avenue and Laramie Avenue; as well as Georgia Street, Naomi Street, Lido Street, Falcon Lane, Cardinal Lane and portions of Daisy Court. Construction is expected to begin Feb. 16 and be completed in early March. The water pipeline replacement project recently installed approximately three miles of potable and three-tenths of a mile of non-potable water pipeline, as well as six-tenths of a mile of sewer pipeline in various locations throughout the City. Potable water is of drinking quality and non-potable water is water which is not of drinking quality. Traffic will remain open on Colton Avenue during road construction, but motorists should anticipate delays. Other streets may require full closures during paving. The City will make a concerted effort to minimize disruptions for residents in the project area. “No Parking” signs will be posted on streets indicating the dates when work will occur and when parking will be prohibited between the hours of 7 a.m. and 4 p.m., Monday through Friday. However, access to properties will be available at all times. Trash collection will occur on normal trash collection days. All construction dates are subject to change due to weather or other unforeseen conditions. The contractor, MCC Pipeline, Incorporated of Yucaipa, was awarded a contract in the amount of $3,239,037.52. The project is funded by the City’s Local Transportation, Water and Sewer funds. No General Fund dollars have been used to fund this project. The project is designed and managed by the City’s Municipal Utilities and Engineering Department. The road work is part of the City’s comprehensive street resurfacing program, the Pavement Management Program (PMP), adopted by the City Council in March 2012, and the Pavement Accelerated Repair Implementation Strategy (PARIS), approved by the City Council in September 2012. The PMP and PARIS together form a comprehensive infrastructure approach to address the City’s surface street rehabilitation, repair and maintenance needs. When fully implemented, the program will result in rehabilitation and repair of two-thirds of the City’s street infrastructure over a five-year period. Street paving work is coordinated with necessary water and sewer pipeline replacement to ensure more efficient use of City funds and resources and to extend the life of the pavement surface. At the completion of this project, the city will have completed nearly 200 miles of lane resurfacing, or approximately 47 percent of the PARIS project. Work will occur in phases throughout various portions of the city. The Pavement Management Program and PARIS projects will create approximately 1,100 jobs. All contractors, subcontractors, suppliers and professionals are required to carry a City of Redlands business license at each phase of the project.
